I'm doing some research on the prospects for polycentric groundwater governance in Africa. I am particularly interested in learning more about examples that may already be occurring of water users taking initiative themselves to work together to govern groundwater, whether through local norms and rules, voluntary coordination, agreements of various kinds, or other arrangements.
This is in the context of increasing interest in solar-powered pumping and research showing substantial groundwater resources that appear to be available in some parts of Africa. Issues include collective action in introducing and expanding use of pumps, adaptation to water shortage and climate change, and understanding and dealing with actual and potential impacts on environment and other water users.
